You will need to access the printed circuit board that is situated behind the heater at floor level. Check the continuity between the two black wires. If no continuity then temperature limiter, our ref 133316, is faulty and needs replacing. If OK then check the continuity between the green and blue wires. If no continuity then thermostat, our ref 133317 is faulty and needs replacing. If this is OK then there may be a fault with the printed circuit board itself, our part 133335, and the replacing of this may solve the problem. If not then it is possible that the heating element itself, part 137342, has broken and a new one will need to be fitted. You may need to seek the help of an electrician who will have the equipment to test the items.
